Call to Order and roll call: Meeting called to order at 10:20 am. 32 lots were in attendance.
Officers Reports and Ballot Results…
Traffic Safety: Radar Sign statistics for September 18 – October 26
Sleepy Hollow Drive: 9206 vehicles: 28.62% < 5mph over the speed limit, 10% > 5mph
Oakvale Drive: 10209 vehicles: 25.41% < 5mph over the speed limit, 10% > 5mph
Additional statistics will be made available to show the percentage of speeders who slow down, and traffic volumes by time of day. Traffic calming speed bumps or humps will cost $5,500 for each and are subject to fire department and county approvals.
Roads and Culverts:
Storm created or exposed a lot issues – we spent $75k to repair asphalt, clear or replace culverts, and clear and line ditches. 3-5 years are necessary to complete remaining maintenance before roads can be sealed on a regular schedule.

Lake and Trails:
$27k to clear lake this year – important for safety and fire prevention
Plans to clear the remaining trails – remove the dead trees – quotes are approx. $40k
Treasurer: Quick summary of 2023 income and expenses
Income of $63k – fees are set up as $150 per acre
Expenses Budgeted of $109k….$75k on Road Maintenance, speed signage, $25k
on trails, trees and lake maintenance, the rest goes on insurance, accounting
support.
Bank reserve as of September was $385k
According to the Browning study our reserves are too low. We would like to continue proactive maintenance to prevent future major issues in the short term and then start to increase reserves in the future. For 2024 we would like to continue to invest in road maintenance and trail clearing. Therefore, we have proposed a one-time increase of $85 next year which is a fixed amount per lot and then 3% after that which would start at $15 per lot. We try to keep admin costs to a minimum – which is why we don’t have a management company and we do everything ourselves except financial audits etc. which are mandatory.
This takes our income up to $74k for 2024 and we still plan to spend more than the income
next year and maybe in 2025 and then we should be able to get back to return money to
reserves and build back up slowly over time.

The Expenditure Forecast of the following Reserve Study identifies the major components
which the Association is obligated to repair, replace, restore or maintain, as determined in
accordance with the criteria specified above, and specifies for each such component: Its current estimated replacement cost; Its estimated useful life; and Its estimated remaining useful life.
It is estimated that the total cash reserves necessary to repair, replace, restore or maintain
such major components (in the aggregate) during and at the end of their first remaining useful life is $1,147,689.

Secretary: Website, shoanews.org, is updated regularly with meeting dates, agendas, minutes and important announcements. For timely, frequent and economical messaging email is preferred. We have 108/145 lots who opt-in for emails. Volunteer sign-up sheets are here for Social, Clean Up, Neighborhood Watch and Firewise Committees. Volunteers from the Sheriff’s Department will present the Neighborhood Watch Program immediately following this meeting.
President: The Board is putting more emphasis on deferred maintenance to roads and culverts, the lake and trails over the next 3-5 years and expect to see an increase in expenses. After maintenance has caught up, regular scheduled maintenance is expected to keep expenses in check. Diamond Springs Fire Protection District will merge with El Dorado County Fire in the future and will appear on a county ballot. The Board of Directors will provide updates and guidance in the future. A big thanks to our outgoing Board Members Cathy Maloney and Tom Murray who have sacrificed their time and effort over the years to serve our community.
Election Results: 148 ballots were mailed to owners. 76 ballots were cast.

Board members elected for 2024-2025 are Claire Fullard, Sean Scollard, Jackie Shipley and Ed Gonzales.
